The future of online public services in the age of austerity
In the year after the coalition government took power, a number of significant and radical changes and new approaches to IT management in the public sector have been introduced. An important facet of the new government technology strategy, intended to reduce cost while offering better services to citizens, is the delivery of public services online.
In this CW500 Club event, you will hear from Bill McCluggage, deputy government CIO, leader of the Identity Assurance programme - a fundamental part of the “digital by default” agenda – and a key player in the central government IT strategy; and Hampshire County Council CIO Jos Creese, who helped write the local government IT strategy. Bill and Jos will discuss how the government’s online plans will be delivered and the challenges in making it happen.
Public sector IT is an issue that increasingly affects IT leaders in every industry as the government looks to private firms to help deliver services – and an issue that affects every one us of as citizens too.

Bryan Glick
Editor-in-Chief, Computer Weekly
Bryan is the editor in chief of Computer Weekly, the UK’s leading business technology publication. He is responsible for managing and developing all of Computer Weekly’s editorial content, covering the Computerweekly.com website, blogs, video, podcasts, web seminars, social media, events, community, the 90,000-circulation weekly e-book, and the CW500 IT leadership group.
Before joining Computer Weekly in November 2009, Bryan was editor of Computing, having worked on the publication since May 2000. Prior to becoming a journalist, he worked in the IT industry for more than 10 years, for companies including ICL, Intentia and Thomas Cook.
Bill McCluggage
Deputy Government CIO, Cabinet Office
Bill joined the Cabinet Office as Deputy Government CIO in September 2009. He is also Director of ICT Strategy & Policy within the Office of the HM Government CIO and SIRO with overall responsibility for the formulation, development and communication of cross-Government ICT strategies and policies. On behalf of the Government CIO and CIO Council’s Supply Management Board he leads on driving forward the Government’s ICT Procurement Strategy, including chairing a number of joint Government/Industry teams focused on improving ICT procurement and supplier management. He joined the Cabinet Office from the Northern Ireland Civil Service (NICS), where he represented Northern Ireland on the Government’s CIO Council and was the Senior Information Risk Owner (SIRO) for the Northern Ireland Civil Service.
Jos Creese
Hampshire County Council CIO, Mitchells and Butlers
Jos has over 25 years IT experience covering central and local government. His roles have included CIO and Head of IT, change and programme management, IT consultancy, account management, Data Centre Manager, business analysis, application developer, telecommunication manager, professional statistician.
